This program provides the homeless community with mental health, addiction, housing, and other socioeconomic services. Through interaction with Police Officers and other City of Newark community partners, the HOPE Program is designed to bring positive interactions between law enforcement and the homeless community through incentive care packages that are designed to build trust to ensure that services can be provided to those that are most in need.
